Alex Fox was appointed to the Correctional News Editorial Advisory Board. Fox is the director of security technology for the Massachusetts Department of correction and is one of the founders and chair of the Northeast Technology Product and Assessment Committee. The NTPAC was founded in 2002 and consists of representatives from 13 Northeastern states, the National Protection Center and Federal Bureau of Prisons. Among leadership roles in several other law enforcement technology organizations, Fox for the last two years has served as chairman of the American Corrections Association Technology Applications Committee.

San Rafael-based trade magazine publisher Emlen Publications has named Matthew Crawford editor of School Construction News magazine. The title is Crawford’s second editorship at Emlen. He will continue his role at Correctional News, where he has served as editor since January. 

Amy Schnitzer was hired as assistant editor and will make regular contributions to Correctional News and School Construction News, along with two other Emlen magazines, Green Building News and Health Care Construction & Operations.

Emlen Publications has also named Jim Powers and Larry Howe as publishers and East Coast sales representatives for its four trade magazine titles. Powers is the new publisher of School Construction News and new associate publisher of Correctional News, Health Care Construction & Operations and Emlen’s latest title, Green Building News. Howe is the new Northeast Associate Publisher for all four titles.

Laura Williams was hired by DRL Group as business development director for the firm’s Orlando office. Williams has 20 years of experience in sales and marketing in the architecture, engineering and construction industries. She has also worked in the market segments of justice, education, health care, corporate office and various government branches. DRL Group provides facility planning, architecture, engineering and construction services.

Nolin Renfrow was hired as business development manager for the Denver office of the Durrant Group Inc., an architecture and engineering consulting firm. Prior to joining the firm, Renfrow served for three years as the director of prisons for the Colorado Department of Corrections. He is also the former warden of Sterling Correctional Facility and Colorado State Penitentiary.

Also at Durrant, Ann Seibert, CPSM, was hired as business development manger. Seibert will work in the company’s Phoenix office and will develop business opportunities in the justice, aviation, laboratory, office and medical markets.

John Buckner was hired by American Consulting Inc. as senior project manager. Prior to joining ACI, Buckner owned and operated a roofing and waterproofing consulting firm and developed specifications and bids for large capital improvement projects. He has received two awards of craftsmanship from the American Institute of Architects. ACI is a multi-disciplinary architecture and engineering design firm.

Aramark Corporation, a distributor of food services, facilities management and career apparel, recently announced several personnel changes. Andrew Kerin was named president of domestic food, hospitality and facilities. Larry Bearden was promoted to vice president, state systems development.

Tom Burns was named senior vice president of municipal operations, Susan Meier was appointed vice president of human resources, John J. Robinson was named senior vice president of sales and marketing, and Mark Lashley was named vice president of operations for Aramark’s Florida department of contracts.

Robert Flory was promoted to vice president and regional manager for Vanir Construction Management’s San Francisco offices. Flory will oversee the region as the company expands its services and project delivery methods for justice, education, health care, water, transportation and public works projects.

Sierra Steel recently announced several personnel changes. Keith Thoene assumed the title and duties of vice president of operations. He is also now part owner of the company. Casey Kime, who formerly worked for Latta Technical Services, joined Sierra Steel as vice president of Sierra Detention Group. John Carr, formerly of Chief Industries, is now serving as customer relations manager. Michael Cameron, formerly of Security Technologies Inc., is now managing the security electronics division.

Power Fasteners Inc., a manufacturer of concrete anchoring systems, appointed Patrick D. Buckley as staff engineer. Buckley joined Powers after serving six years as applications engineer for the Emhart Industrial Fastener Division of Black and Decker Corporation. He has also held engineering positions with Loctec Corporation, Curtis Packaging Corporation and Kaman Industrial Technologies. Power Fasteners Inc. also announced that Mark Ziegler, director of engineering services, received his certification as a professional engineer. Ziegler was named director after joining Powers as western regional engineer in 2001.

Optex Technologies Inc. announced that Aaron Gray was named technical support representative. Gray will be responsible for supporting customers with technical information and training. Also at OTI, Claudia Locklin was hired as inside sales and customer representative.

Continental Girbau Inc., a manufacturer of industrial and commercial laundry systems, named Joel Jorgensen vice president of sales and customer service. Jorgensen has worked at Continental since 1997, serving as regional sales manager and director of sales and marketing. He has 12 years of laundry industry experience and 16 years of sales and marketing experience.

Aiphone Corporation announced that Tommy Murai was promoted to president of its North America division. Murai began working for Aiphone in the international department and served most recently as president of Aiphone SAS. Aiphone Corporation manufactures intercoms for industrial, commercial and residential use and has received the Deming Prize for quality control.

Alex Salter was named western regional sales manager for the security products division of TOA Electronics. Salter has worked for Pinkerton, Westec and Aiphone, and has experience with complex electronic security systems. TOA is a Japan-based manufacturer of audio and security products, including wireless microphone systems, intercoms and CCTV cameras.

Spirax-Sarco Engineering PLC, a provider of steam systems, announced that Mark E. Vernon, president and general manager of Spriax Sarco Inc., will join the SSE board of directors as divisional director. Vernon will be responsible for North and South American operations and group marketing in the United Kingdom, and will continue as president of SSI. Vernon joined SSI in 2003, after nearly 25 years of experience with Valtek, Durco International and Flowserve.

Randy Watkins was promoted to vice president of technology at Secura Key. Watkins has been with the company for 15 years. He will oversee factory automation systems and business information systems. Watkins has spent more than 25 years in the electronics industry, having worked in security and access control product development.

Industrial Scientific Corporation, which specializes in gas detection instrumentation, announced three new promotions. Justin McElhattan was named president of ISC, Jean-Marc Santraine was named president of ISC Oldham, and Dr. Annie Q. Wang was named president of ISC Asia Pacific.

Baltimore Aircoil Company, a manufacturer of thermal storage equipment, announced two promotions and one new hire. Bruce Kietzman was appointed plant manager of the Paxton, Ill. facility; Luke Rubino was appointed plant manager of the Madera, Calif., facility; and William O. Rector was hired as vice president of engineering. Also at the company, Douglas W. White is retiring after serving as plant manager of the Madera, Calif., facility, and Robert P. Miller is retiring from his position as director of research and development engineering.

California Gov. Arnold Schwarzenegger appointed Matthew Kramer as warden of Folsom State Prison. Kramer was formerly acting warden of the prison, having replaced former warden Diana Butler in July 2005. He has also served as the warden of the Sierra Conservation Center in Jamestown, and as chief deputy warden at the California Correctional Center in Susanville.

Bob Horel was named warden of Pelican Bay State Prison in Crescent City, Calif. Horel, who last served as acting warden of California State Prison, Solano, worked at the prison from 2002 to 2003 as associate warden for health care operations. He replaces Richard Kirkland, who resigned from the post in March to take a job at corrections department headquarters in Sacramento.

The Cook County Sheriff’s Department appointed of Salvador “Tony” Godinez as the executive director of Cook County Jail. Godinez was previously the chief of staff for the Illinois Department of Corrections. He has also served as the warden of Stateville Correctional Center in Joliet.

Five individuals were named Correctional Officers of the Year in Illinois: Michael Maines, of Centralia Correctional Center; Justine Aldred, of Lincoln Correctional Center; Louis Higgins, of Peoria Adult Transition Center; Richard Hesterly, of Illinois Youth Center in Harrisburg; and Dennis Starnes, of District Two Parole Office. The honorees each received a letter of recognition from the governor and a $500 check.

The Indiana Department of Correction hired Michael Dempsey as the head of Pendleton Juvenile Correctional Facility. Dempsey will start his post this summer, replacing the former superintendent, Jane Burns. Dempsey started his career as a correctional officer in 1985 and served most recently as the superintendent of the maximum-security Kansas Juvenile Correctional Complex in Topeka.

ASSOCIATIONS

Kenneth J. DuPere was named managing director of finance and administration for the Precast/Prestressed Concrete Institute and will be responsible for financial operations, information technology, human resources and warehousing activities. The institute also hired Kristine C.

Lynne Simnick was promoted to director of code support for the International Association of Plumbing and Mechanical Officials. IAPMO manages the development and maintenance of the uniform plumbing and uniform mechanical codes and peripherals.

American Concrete Institute announced six new appointments. Thomas D. Verti was elected president of the institute. Verti brings 35 years of experience in concrete construction to the institute and currently serves as president of Charles Pankow Builders Ltd., a company that specializes in design-build project delivery and concrete construction methodologies. Luis E. Garcia was elected vice president, and Kenneth B Bondy, S.K. Ghosh, Myles A. Murray and Eldon G. Tipping were named to the board of directors.

Edward J. Conrath was named chairman of the ASTM International Committee F12 on Security Systems and Equipments. Conrath, a structural engineer with the U.S. Army Corps of Engineers, will oversee 120 members, who are responsible for standards related to security systems, components, equipment, and product counterfeit protection. Conrath is a member of the American Society of Civil Engineers and is affiliated with other ASTM committees on system products and services, building construction and homeland security applications. ASTM International manages the development of voluntary standards for materials, products, systems and services.
