Pennsylvania State Rep. Ronald G. Waters has been appointed to serve as the Democratic chairman of the Subcommittee on Crime and Corrections within the House Appropriations Committee. Waters will be responsible for developing the annual General Fund budget, as well as examining budgets and policies of the Department of Corrections and programs. As the chairman of the Pennsylvania Legislative Black Caucus, Waters focuses on achieving rehabilitation as well as funding for prison inmates and juveniles, and has proposed after-prison programs to reduce recidivism and programs for at-risk youth.
