Tarrant County Selects Juvenile Center Design Team

FORT WORTH, Texas — The Tarrant County Commissioner’s Court recently named Omaha, Neb.-based HDR — together with locally based LBL Architects — to plan and design a major expansion and alterations to the county’s Scott D. Moore Juvenile Center in Fort Worth. Plans call for the center to be completed in 2019.

The new Juvenile Service Center expansion will include approximately 50,000 square feet of new construction with additional demolition and other work possible based on the approved construction amount, according to a statement by HDR. The comprehensive juvenile center is dedicated to youthful offenders and will include administration services, court intake and victim services areas, and court clerk and detention spaces. Departments to be housed in the new expansion include the 323rd District Court, Criminal District Attorney’s Office – Juvenile Unit, District Clerk and Juvenile Division, Domestic Relations Office, Facilities Management, Information and Technology Services.

HDR, a national justice design expert with nearby offices in both Dallas and Fort Worth, will provide architecture /engineering services to encompass programming and master planning, in addition to services for design and construction contract administration for the approved scope; the firm’s Fort Worth office will perform civil engineering for the project, according to a statement by the firm. As a local knowledge expert in detention work, LBL Architects will also provide architecture services and collaborate on the design of the project.

“The Tarrant County Juvenile Justice program is nationally known for delivering services to reduce recidivism,” said Mike Brenchley, HDR justice director, in a statement. “We’re excited about the opportunity to collaborate with them to produce a facility that supports their mission and delivers a quality environment.”

BHB Engineers and Frank Neal Structural Engineers, both locally based, will also contribute to the project, while The Ridley Group, a national juvenile and detention operations consultant based in Washington, will provide juvenile services programming and operations. Datacom of Austin, Texas, will manage technology design, and Foodesign of Wilsonville, Ore., will design food and laundry services for the facility.
