The publication’s newly established Industry Knowledge Council (IKC) is composed of professionals who represent the design, construction, manufacturing and owner representation sectors of the correctional and justice industry. Members will serve as vital links between the Correctional News editorial team, the Editorial Advisory Board and the publication’s avid readership. Doug Beichley | Senior Design Manager, JE Dunn

Doug Beichley, AIA, NCARB, DBIA, LEED GA, is a Senior Design Manager with more than 36 years of experience in the planning, design, and construction of criminal justice and civic facilities. His extensive expertise spans correctional facilities, courthouses, jails and mental health facilities, with a focus on design-build delivery. Beichley has served as a senior project manager and principal-in-charge on numerous high-profile projects across the U.S., ensuring seamless collaboration between design and construction teams for successful project outcomes. 

As a design-build integrator, Beichley excels in bridging the gap between design intent and construction practicality, guiding teams from early planning through construction and occupancy. Notable projects under his leadership include the Crossroads Correctional Facility in Cameron, Mo., El Dorado Correctional Facility in El Dorado, Kan., and the San Antonio U.S. Courthouse in San Antonio.  

His certifications include DBIA Designated Design-Build Professional and NCARB accreditation, alongside professional architectural registrations in multiple states. He is actively involved in industry organizations, serving as president-elect of the DBIA Mid-America Region and participating in the American Institute of Architects. 

A graduate of Kansas State University with a bachelor’s degree in architecture, Beichley’s career is defined by a commitment to innovative design solutions that enhance functionality and community impact.

Stephen Carter | Founder and Executive Vice President, CGL Companies

Stephen Carter is the founder and Executive Vice President of CGL, a globally recognized planning, design and facility infrastructure company with six U.S. offices. With more than 50 years of experience, Carter has led technical studies in needs assessment, operational and architectural programming, design review, program management, and policy evaluation for justice facilities worldwide. His expertise encompasses courthouses, correctional institutions and law enforcement installations, emphasizing the functional integration of justice system components. 

During the COVID-19 pandemic, Carter spearheaded pro bono efforts to develop an emergency clinic for Haiti’s National Penitentiary, collaborating with an international team to repurpose United Nations-provided building modules into a functional infirmary. He also served as a subject-matter advisor to the Washington, D.C., Mayor’s Task Force on Jails and Justice, demonstrating his commitment to equitable and innovative justice solutions. 

Carter holds a bachelor’s degree in architecture from Clemson University and a master’s degree in urban design and planning from the Architectural Association in London. A charter board member and current chair of the International Corrections and Prisons Association’s Planning and Design Network, Carter continues to shape the justice field through thought leadership and advocacy. His dedication to “doing the right thing” drives his mission to break silos and create cohesive criminal justice systems.

Mitch Claborn | President, Cornerstone Detention Products Inc.

Charles (Mitch) Claborn is a seasoned leader with more than 45 years of expertise in the corrections industry, specializing in detention equipment contracting and manufacturing. As the founder and CEO of Cornerstone Detention Products, established in 1998, Claborn has developed a nationally recognized company renowned for its innovative, durable, and cost-effective solutions tailored to federal, state and local correctional facilities. His work ensures enhanced safety and operational efficiency for projects ranging from municipal facilities to complex federal penitentiaries. 

In 2018, Claborn expanded his contributions to the industry by acquiring Slate Security Systems, now Claborn Manufacturing, focusing on the production of security hollow metal products such as doors, frames, windows and ceilings specifically designed for correctional environments. This acquisition highlights Mitch’s dedication to advancing manufacturing practices that meet the unique needs of the corrections market. 

Claborn is an active member of key industry organizations, including the American Correctional Association and the Detention Equipment Contractors Association, and has earned accolades such as inclusion in the INC 5000 list and the Marvin M. Black Excellence in Partnering Award.

Tamara Clarke | Senior Vice President and Director of Design Services, CGL Companies

Tamara Clarke serves as CGL Companies’ Deputy Director of Design Management and Architectural Services within the Justice Services division, focusing on owner’s representation. With more than 30 years of design experience, including 20 years specializing in justice and civic projects, Clarke is a national leader in the justice design community. Her expertise spans detention and correctional facilities, courthouses, forensic laboratories, emergency operations centers and public safety facilities. 

Before joining CGL, Clarke worked with renowned firms such as Dewberry and HOK in San Francisco. Her notable projects include the LEED Gold-certified San Mateo County Maple Street Correctional Center in Redwood City, Calif., the San Francisco Police Department Traffic Company and Forensic Services Division Facility in San Francisco, and the North Slope Borough Public Safety and Integrated Behavioral Health Facility in Utqiagvik, Alaska. 

A dedicated advocate for justice and sustainability, Clarke has chaired the San Francisco Bay Area chapter of the American Institute of Architects (AIA) and the Academy of Architecture for Justice (AAJ). She frequently presents on topics related to justice design and sustainability for organizations such as AIA, AAJ and the American Correctional Association. 

Clarke’s work embodies her passion for creating healthy, restorative environments that prioritize humanity, reduce recidivism, and address vulnerable populations through innovative design and holistic justice solutions.

Gerry Guerrero | Global Director, Justice + Civic, HDR

Gerry Guerrero serves as Global Director of Justice for HDR’s award-winning architecture practice, bringing more than 30 years of expertise in justice design, planning and project management. With a career spanning influential roles at HOK, Carter Goble Lee (CGL), and Dewberry, Guerrero has developed deep knowledge of alternative delivery methods for large-scale projects while serving local, state, federal and private clients. 

At HDR, Guerrero focuses on advancing social and restorative justice, with a particular emphasis on behavioral health within the justice system. His work champions community-centered and restorative design, aiming to deliver thoughtful, impactful solutions for civic clients worldwide. His leadership has been recognized by the American Institute of Architects’ Academy of Architecture for Justice and the Design-Build Institute of America. 

As a thought leader, Guerrero regularly writes for industry publications. His passion lies in designing for positive outcomes and supporting state and county governments in creating exceptional facilities for a wide range of end users. His commitment to innovation and client satisfaction ensures HDR remains at the forefront of civic and justice design globally.

Bob Hampe | President and Chief Executive Officer, Actall

Bob Hampe is a seasoned executive with more than 20 years of leadership experience spanning technology, banking, professional sports and manufacturing. As the President and CEO of Actall Corporation, he is at the forefront of developing advanced technology solutions for the public sector, specializing in indoor positioning systems and IoT implementations for complex architectural environments. Passionate about leveraging technology for meaningful impact, Hampe’s innovative mindset and dedication to excellence continue to shape his contributions across industries and sectors. Hampe’s career includes leadership roles at technology organizations such as Streaming Media, Winnov, and United Online, where he honed his expertise in operations management, strategic planning and financial analysis. 

His diverse background also includes commercial banking and professional sports, notably with the Denver Broncos, showcasing his versatility across industries. A Six Sigma Green Belt, Hampe excels in driving process improvements, managing risk and fostering strategic partnerships. He holds a bachelor’s degree in economics from Washington State University and has published research on the economics of professional sports. 

As an Air National Guard veteran, who is also fluent in French and conversational in German, Hampe brings discipline and a results-driven approach to leadership and embraces a global perspective.

Buddy Johns | President, ModCorr

Buddy Johns, president of ModCorr, brings more than 36 years of expertise in construction, manufacturing and real estate operations to the IKC. His career is defined by leadership in large-scale corrections and industrial projects, focusing on project management, corporate operations, strategy, cost containment, and merger and acquisition analysis. Known for his ability to build professional relationships across industries, Johns excels in fostering connections with investors, contractors, clients and executives. 

Prior to leading ModCorr, Johns held key leadership roles, including vice president of business development at Coastal Detention Holdings, CEO and president at Argyle Security Group, and managing director of real estate at CGL Management Group. His diverse expertise spans corrections construction, government contracting, infrastructure services, facility management and real estate development. 

Johns earned a B.S. in business administration with a concentration in finance and accounting from Robert Morris University. He is also a former Certified Public Accountant (inactive) in Pennsylvania. A proactive leader, Johns combines strategic insight with operational excellence to deliver innovative solutions for the corrections industry. His commitment to modernizing correctional facilities and enhancing operational efficiency positions him as a trusted leader in the field. 

IKC.Goodale

Jeff Goodale | Director of Civic and Justice, HOK

Jeff Goodale leads HOK’s global Justice practice from Chicago, bringing more than 35 years of experience in the programming, planning, design and construction of complex justice facilities. His expertise spans courthouses, detention and correctional centers, police facilities, crime labs, emergency operations centers and reintegration facilities. Goodale is deeply committed to improving justice environments through evidence-based design, innovative technologies and sustainable practices that enhance the lives of those impacted by the justice system. 

Goodale views justice facilities as critical infrastructure, emphasizing safer, more effective and humane designs that respect human rights while supporting operational efficiency. He has overseen justice projects ranging from 50 to more than 3,000 beds, collaborating with state, county and federal agencies. His recent projects include new replacement facilities in Indianapolis, Detroit and Nashville, Ky., as well as a mental health hospital for the Illinois Department of Corrections.  

With a background in construction management, Goodale brings a unique perspective to project delivery methods, including design-build. His leadership within HOK also extends to serving on the board of directors and global marketing board, where he contributes to shaping the firm’s innovative approach to civic and justice projects. He holds a Bachelor of Science in architectural studies from the University of Illinois at Urbana-Champaign. 

IKC.Greene

Frank Greene | Vice President and Justice Lead, STV

Frank J. Greene, FAIA, serves as Vice President and Chief Architect of STV’s justice practice, bringing more than 40 years of expertise in the planning and design of justice facilities, including courts, correctional centers, behavioral health facilities and juvenile centers. A leader in restorative and sustainable justice design, Greene collaborates with owners, users, and communities to create facilities that respect the dignity of detained persons, enhance justice operations and contribute to the vitality of the civic realm. 

Before joining STV, Greene was a founding principal of RicciGreene Architects, where he led innovative projects across North America. He has also been a driving force behind the AIA Academy of Architecture for Justice, co-founding its New York chapter, chairing its national Knowledge Community, and spearheading the Sustainable Justice Initiative, which links sustainability principles with design excellence. He edited the Sustainable Justice 2040: Green Guide to Justice, a landmark publication on environmentally responsible justice design. 

Greene’s work has received numerous awards from the AIA and the General Services Administration. A graduate of Howard University, where he earned the Gold Medal for Design, and the Harvard Graduate School of Design, Greene is a thought leader whose designs and writings continue to shape the future of justice architecture. 

IKC.Serina.Greene

Serina Greene | Vice President, Sustainable Security Solutions Inc.

Serina Greene is the Vice President of Sustainable Security Solutions Inc. (S3), a leading company specializing in innovative security solutions. She has been a key member of S3 since 2018, initially serving as Office Manager before being promoted to Vice President in 2023. Greene oversees critical areas of business operations, including financial management, human resources, compliance and business development. 

With a strong background in accounting, financial oversight and multi-state regulatory compliance, Greene has been instrumental in driving S3’s operational efficiency and strategic growth. Her expertise also extends to trade show coordination, website development and fostering industry relationships, particularly in the corrections sector. She is actively involved in supporting initiatives such as “Women in Corrections,” reflecting her commitment to advancing diversity and innovation within the industry. 

Greene holds a mathematics degree from the University of Colorado – Denver and an associate’s degree in mathematics and computer science from the Community College of Denver. Fluent in Armenian, Greene brings a global perspective and a diverse skill set to her leadership role. 

IKC.Hancock

Tim Hancock | Executive Director of Justice, Vanir

Tim Hancock serves as Vanir’s Executive Director of Justice, where he leads efforts to enhance the company’s influence and capabilities in the justice and essential services market. With more than 27 years of experience, Hancock brings unparalleled expertise in justice facility design, operations and management. 

Before joining Vanir in 2022, Hancock retired as a Division Chief with the San Diego County Probation Department after 26 years. He played a pivotal role in the development, design and construction of the award-winning Youth Transition Campus—a state-of-the-art facility that embodies a trauma-informed, rehabilitative approach. Under his leadership, the $210 million project was completed on time and within budget, despite the challenges of the global pandemic. 

Hancock holds a bachelor’s degree in sociology with an emphasis in criminal justice from Point Loma Nazarene University. His extensive leadership experience, innovative mindset and commitment to transformative justice solutions make him a recognized expert in the field. At Vanir, Hancock continues to advance justice reform by building strategic partnerships, presenting at national conferences, and leading groundbreaking projects that drive meaningful change in the corrections and justice industries. 

IKC.Johnson

Andrew Johnson | President, Lydig Construction

Andrew began his career in construction in 2004 as a laborer while attending college. In 2006, he joined Lydig Construction as an intern while pursuing a Bachelor of Science in construction management at the University of Washington, where he graduated in 2009. Since then, Johnson’s dedication and passion have propelled him through various roles at Lydig, from intern to project engineer, project manager and now president. 

As president, Johnson brings a deep commitment to excellence and leadership to his work, guiding teams to deliver impactful projects that meet the needs of clients and communities. His journey reflects a steadfast focus on collaboration, innovation, and a drive to uphold the highest standards in construction. 

Outside of work, Andrew enjoys spending time with his wife, Alissa, and their two young children. Together, they often build and crash planes, trains, and car models, blending family time with a love for creativity and engineering. 

Johnson also dedicates his time to service, contributing locally and nationally to organizations like Summer Search, Construct Diversity and the University of Washington Construction Advisory Council. Through these efforts, he focuses on improving access to quality education and fostering opportunities for youth, ensuring a brighter future for the next generation. 

IKC.Kernan

Scott Kernan | CEO, LEO Technologies

Scott Kernan serves as the CEO and president of LEO Technologies, a leader in cutting-edge technology solutions for the law enforcement and corrections sectors. With nearly 30 years of experience in corrections technology and policy, Kernan has an extensive resume that includes serving as the Secretary of the California Department of Corrections and Rehabilitation (CDCR). 

Throughout his tenure at CDCR, Kernan held various leadership roles, including undersecretary for operations, chief deputy secretary of adult operations, deputy director of adult institutions, and warden at both California State Prison, Sacramento, and Mule Creek State Prison. He began his career as a correctional officer in 1983 and rose through the ranks, holding positions such as correctional lieutenant, captain and administrator. Kernan also served in the U.S. Navy from 1979 to 1982. 

After retiring from CDCR, he founded Kernan Consulting, providing strategic guidance to the corrections and criminal justice fields. In 2018, he joined the Board of Directors for GEO Group, leveraging his vast expertise to influence the organization’s strategies. 

Kernan’s leadership at LEO Technologies reflects his commitment to innovation and reform in corrections, advancing technologies that enhance safety, efficiency and rehabilitation efforts across the industry. 

IKC.Lanham

Carol Lanham | Civic Principal, Lionakis

Carol Lanham, AIA, Associate DBIA, CCM, serves as principal for Lionakis’ Civic division and is a member of the firm’s Board of Directors. With more than 35 years of experience in the A/E/C industry, Lanham specializes in civic projects for county, state, and federal agencies, leading large teams in the development of needs assessments, programming, and design for multi-million-dollar government, courthouse, correctional and civic projects across the nation. 

Lanham’s distinguished career includes five years as circuit architect for the Eighth Circuit of the U.S. Courts, where she represented federal court agencies on capital construction projects. Her leadership extends beyond the workplace, as she serves as the director of mentorship for the Association for Women in Architecture + Design (AWA+D), vice chair of the AIA Los Angeles (AIALA) GO! Committee and a member of the AIA Academy of Architecture for Justice (AAJ) Technology Committee. Additionally, Lanham has been a UL Fire Council member since 2008. 

With her vast experience and dedication to mentorship and staff development, Lanham enhances Lionakis’ ability to serve civic clients in Southern California and beyond. Her commitment to leadership and collaboration continues to impact the industry, ensuring excellence in civic and justice architecture. 

IKC-Rick Lewis

Rick Lewis | National Sales Manager, Willoughby Industries

Rick Lewis serves as the national sales manager for Willoughby Industries, a manufacturer specializing in stainless steel security plumbing fixtures, electronic water management systems, and detention locks and hardware for the detention industry. 

A Ball State University graduate, Lewis joined Willoughby in 1986 with a bachelor’s degree. Over the past 38 years, he has collaborated with leading architectural and engineering firms, construction managers, general contractors, modular cell manufacturers, plumbing contractors, and detention equipment contractors within the criminal justice sector. His expertise has been instrumental in assisting these professionals with selecting the appropriate products for various project applications. 

Lewis possesses a deep understanding of the interplay among different industry construction participants and is frequently sought out for his insights in Willoughby’s specialized areas. His contributions reflect not only his product knowledge but also his commitment to supporting industry stakeholders in achieving optimal project outcomes. 

A dedicated member of the American Society of Plumbing Engineers, Lewis has actively participated in the organization for 34 years, demonstrating his enduring commitment to professional development and industry standards. 

IKC.Lichtman

Roger Lichtman | Senior Vice President, Justice Sector Lead, AECOM

Roger Lichtman is a registered architect and the senior vice president and justice lead for corrections and detention at AECOM. With more than 40 years of experience in justice architecture, Lichtman has been a driving force behind the design of more than $10 billion worth of justice facilities, including more than 50,000 correctional beds both nationally and internationally. His expertise spans architectural programming, needs assessment studies, site-selection analyses, master planning, security design, and construction administration for new builds, renovations and rehabilitation projects. 

Prior to joining AECOM, Lichtman founded and led Lichtman Associates, P.C., for 23 years in Princeton, N.J., where he delivered innovative solutions to justice-related design challenges. He holds a bachelor’s degree in architecture from the Pratt Institute and an MBA from Rutgers University. His forward-thinking approach is evident in his extensive portfolio, which emphasizes creating facilities that leave a lasting societal impact and enhance the lives of all individuals connected to the justice system. 

As an industry thought leader, Lichtman’s articles and public contributions reflect his commitment to designing facilities that prioritize long-term benefits for communities while addressing the complex needs of justice environments. His work continues to shape the future of corrections and detention facility design. 

IKC.Martin

Brooke Martin | Associate and Project Manager, Justice and Secure Healthcare, Dewberry

Brooke Martin, AIA, CCHP, NCARB, LEED GA, is an associate and project manager at Dewberry with 19 years of experience specializing in justice architecture. A licensed architect in Illinois, New Mexico and South Dakota, Martin is also NCARB certified and a Certified Correctional Health Professional (CCHP). She focuses on restorative justice, corrections reform and recovery through humane, trauma-informed design that reduces recidivism, promotes community safety and enhances staff retention. Her work integrates stakeholder input and innovative solutions to create environments that deflect, divert and treat specific populations within a community’s continuum of care. 

Martin has contributed extensively to thought leadership in the industry, including co-authoring the Sustainable 2040: Green Guide to Justice and publishing 15 articles in Correctional News. Her expertise in sustainable and treatment-focused design has been shared through 15 speaking engagements and multiple leadership roles, including chair of AIA’s Sustainable Justice Committee. 

Committed to challenging the justice system’s status quo, Martin collaborates with multidisciplinary teams to deliver supportive environments that align with the needs of vulnerable populations. Her dedication to innovation and equity in justice design has established her as a leader in shaping the future of the corrections industry. 

IKC.McRoberts

David McRoberts | Independent Consultant, Assured Assessments Inc.

David McRoberts, CPP, is a retired sheriff’s department captain and large-jail facility administrator with a distinguished career in law enforcement and corrections. Currently, he serves as an independent consultant with Assured Assessments Inc., providing expert guidance to clients on corrections, law enforcement and public safety facility design. 

Prior to his consultancy work McRoberts collaborated with the design professionals of L.R. Kimball, where he identified opportunities and supported clients throughout the design process for correctional, justice and public safety facilities nationwide. His unique expertise lies in bridging the practical application of facility operations with the complexities of design and development, ensuring that facilities meet the needs of both staff and residents. 

McRoberts is also a respected educator and author, sharing his extensive knowledge through presentations on corrections, law enforcement and public safety topics. His hands-on experience as a facility administrator and law enforcement professional allows him to offer unparalleled insights into operational and design considerations.

Stephanie Miner | Vice President of Sales, Acorn Engineering

Stephanie Miner is the vice president of sales for Acorn Engineering, a division of Morris Group International (MGI), where she has been a key leader for more than 20 years. With a proven ability to align customer needs, rep networks and factory resources, Miner has driven success in today’s competitive market by crafting tailored, high-value solutions. 

A graduate of the University of California, Riverside, Miner began her career at Elmco, a Southern California representative of MGI. Rising quickly through the ranks, she gained hands-on experience in operations and senior management, becoming the firm’s top salesperson. Transitioning to the factory side of MGI, Miner leveraged her deep understanding of the industry to negotiate and close multimillion-dollar deals across the U.S., solidifying her reputation as a strategic sales leader. 

In her current role, Miner leads the Acorn Engineering Factory Sales Team, collaborating with national owner’s representatives, architects, and engineers to influence the sales cycle early and effectively. Gary Mohr | Senior Fellow, CGL Companies

Gary Mohr is a senior fellow with CGL, where he leverages more than 50 years of experience in the corrections field to support leaders nationwide in achieving excellence. A revered correctional leader, Mohr has dedicated his career to advancing the corrections system through innovation, compassion and transformative leadership. 

Mohr’s journey began as a teacher in the Ohio Department of Rehabilitation and Correction (DRC), where he rose to hold critical roles, including warden, head of youth prisons and, eventually, director from 2010 to 2018. As director, he spearheaded systemic improvements, including enhanced security measures and pioneering programs tailored to meet the needs of incarcerated people. His impact set a national standard, earning him prestigious accolades such as the Francke Award for career achievement, the Clements Award for innovation and the esteemed E.R. Brett Noecker | Vice President, CML Security

Noecker brings two decades of experience in the detention and security industry as a Specialized Security Contractor (DEC/SEC), with expertise in design-build and design-assist projects. For the past 11 years, he has led Preconstruction and Design Services at CML Security LLC, where he plays a pivotal role in collaborating with owners, end users, architects, engineers and contractors to deliver innovative, efficient projects. 

Noecker’s extensive exposure to the design phase of projects has equipped him with a deep understanding of various design concepts and their practical applications, enabling him to bridge the gap between design intent and project execution. Beverly Prior | Vice President, Justice Lead, AECOM

Beverly Prior is vice president and justice architecture lead at AECOM, with a career dedicated to designing transformative justice facilities. In the past five years, she has served as the justice design principal for high-profile design-build projects, including Los Angeles County’s $2.2 billion Mental Health Treatment Center, San Francisco’s $250 million Rehabilitation Detention Facility, and Santa Clara County’s $400 million New Main Jail South. Each of these projects addresses the needs of individuals with mental and behavioral health issues within detention environments. 

Currently, Prior serves as program manager for the AECOM-Hill Joint Venture, overseeing design-build implementation for the NYC Department of Design and Construction’s Borough-Based Jails Program. She is also a co-founder of the AIA Academy of Architecture for Justice’s Sustainable Justice Committee, reflecting her passion for creating sustainable and livable communities. 

A frequent presenter at national conferences, Prior speaks on topics such as mental health treatment, design-build delivery and wellness in justice facilities. Her insights have been featured in PBS NewsHour Weekend and Correctional News. Recognized for her innovative approach, she continues to advocate for ethical and sustainable design solutions that improve outcomes for justice facilities and the people they serve.

Dan O’Donnell | Public Safety Advisor, Willo Products

Dan O’Donnell retired from the United States Marshals Service after a distinguished 25-year federal law enforcement career. Serving in executive roles, including chief of prisoner operations, O’Donnell oversaw the housing, transportation, and care of more than 65,000 federal inmates across 800 facilities, managing an annual budget exceeding $2 billion. 

Following his federal service, O’Donnell was appointed chief of staff for the Florida Department of Corrections, where he acted as chief operating officer of the nation’s third-largest state correctional agency. In this role, he managed the care, custody, and supervision of 96,000 inmates and 166,000 people on parole or probation, leading a workforce of 24,000 with a $2.5 billion annual budget. 

O’Donnell transitioned to the private sector, joining the GEO Group before founding a successful consulting firm specializing in law enforcement, corrections and government relations. He supports clients in strategic planning, business development and funding initiatives. 

As the founder and chairman emeritus of the U.S. Marshals Survivors Benefit Fund, O’Donnell helps provide financial assistance and educational grants to families of fallen U.S. Marshals. A lifelong bagpiper, he resides in Huntsville, Ala., with his wife, Elena. They are proud parents of two adult daughters.

Greg Offner | Consultant

Gregory J. Offner, CCM, is a seasoned professional with more than 30 years of experience in the planning, design and construction of justice facilities, including adult, juvenile and secure mental health treatment facilities. Throughout his career, Offner has been responsible for delivering more than 100 courtrooms and more than 30,000 beds for federal, state, county, and private facilities as well as projects for the Department of Human Services, Immigration and Customs Enforcement and Customs and Border Patrol. 

Currently, Offner provides consulting services for secure facility mega-programs in the Northeast, leveraging his expertise to guide public-sector clients through complex projects. A certified construction manager, Offner is renowned for his deep understanding of secure facility design and construction challenges, ensuring projects meet operational and safety standards. 

Offner has been an active contributor to Correctional News for more than 20 years, serving on the publication’s Editorial Advisory Board and penning the “What Keeps Me Up at Night” feature article series. Born and raised in Philadelphia, Offner splits his time between Avalon, N.J., and southeast Florida. Bruce Omtvedt | Corrections and Detention Market Sector Leader, Dewberry

Bruce Omtvedt, AIA, joined Dewberry in 2017 and serves as the firm’s national justice practice leader. With more than four decades of experience in secure facility planning and design, Omtvedt has contributed to more than 90 justice projects across 26 states, totaling more than $4 billion in construction value and providing solutions for more than 43,000 secure-housing beds. His expertise spans detention and correctional facilities, mental health units, courthouses, law enforcement centers and re-entry housing. 

Omtvedt specializes in designing secure environments that prioritize safety, healing and operational efficiency. His innovative “Visual Hub Design” approach enhances staff positivity and mentoring through visual connections among staff, program providers and inmates. He has also focused on specialized mental health facilities, including crisis stabilization, step-down and re-entry housing. 

A licensed architect since 1988, Omtvedt earned his degree in architectural commercial design from Wisconsin Indianhead Technical College. He has served for more than 20 years on the college’s advisory board and is actively involved with the American Institute of Architects, American Correctional Association, ASTM F-33 Detention Standards Committee and the National Commission on Correctional Health Care. 

Omtvedt resides in Wisconsin with his family and enjoys snowmobiling, deer hunting, and spending time with his three sons and nine grandchildren.

Darrell Stelling serves as DLR Group’s global justice and civic leader. He brings more than 25 years of expertise in designing justice facilities that foster healing, equity, and transformation for individuals and communities. His leadership focuses on integrating emerging trends and evidence-based practices into justice design, collaborating with industry partners to pioneer sustainable and innovative solutions that improve conditions for staff and justice-involved people.
