AB 109 Turns Two, Makes Strides for CDCR

SACRAMENTO, Calif. — Two years ago, California Governor Edmund G. Brown Jr. signed Assembly Bill (AB) 109 or the Public Safety Realignment Act, which required the realignment of several low-level prisoners in an effort to reduce the number of inmates in the state’s 33 prisons to 137.5 percent of design capacity by June 2013. As the California Department of Corrections and Rehabilitation (CDCR) continues to undergo massive changes to its prison system, a new study shows that the CDCR has already made improvements.

CDCR Implements New Gang Management Reforms

SACRAMENTO, Calif. — The California Department of Corrections and Rehabilitation (CDCR) is now implementing a pilot program that will reduce long-term confinement in security housing units (SHU) and overhaul the way gangs are managed. The Security Threat Group Identification, Prevention and Management pilot program was approved and certified by the Office of Administrative Law in October and filed with the Secretary of State. It is now the department’s official policy and has enabled CDCR to begin conducting case-by-case reviews of inmates in segregated housing.

California Gov. Brown Seeks to Cut Billions in Prison Construction

SACRAMENTO, Calif. — California may slash $4.1 billion in construction plans, bring back inmates housed in other states and close one of its costliest facilities.

The plan would reduce general fund spending on prisons to 7.5 percent from 11 percent, under a proposal unveiled by Governor Jerry Brown and the Corrections and Rehabilitation Department. The $4.1 billion is part of a $7.7 billion bond plan approved in 2007 to build more prisons as a way to ease crowding.
