Depending who you ask, county population is either up or down (Warren Times Observer)

An estimated population report shows that the number people in Warren County has declined by 7.4 percent. However, Jim Decker, president and CEO of the Warren County Chamber of Business and Industry, is reluctant to take that information to heart.
