Long (EKL) Medical Center closed in Baton Rouge in April 2013, a growing portion of inmates with mental illness or substance abuse problems have been taken to the East Baton Rouge Parish Prison. Overflow at the prison and local emergency rooms, however, has convinced officials to start drafting plans to build a mental health restoration center.
Kenneth Royster, a long time Division of Prisons veteran, has been named acting warden at the North Carolina Correctional Institution for Women. Royster will replace Bianca Harris, who will become regional manager of alcohol and chemical dependency programs for the state’s Department of Public Safety. Prior to his most recent appointment, Royster served for seven years in the U.S. Army and began his justice career as a correctional officer in 1988.
