Ariz. Co. Seeks SOQ for Emergency Center
TUCSON, Ariz. — Pima County is seeking Statements of Qualifications for construction of the Pima County Emergency Communications and Operations Center.
The project bid date has been set for May 12. The project will consist of partial building demolition, remodeling and a new building addition of 13,400 square feet to an existing county-owned facility. When completed, the entire facility will span approximately 63,000 square feet.
Site and utility infrastructure improvements will also be made with the goal of achieving LEED Silver certification.
The $16.5 million facility will house a regional communications center, including dispatch and call taker functions and 9-1-1 answering points for the Pima County Sheriff’s Department and County Fire Consortium, along with backup dispatch capability for the city.
Pima County’s Office of Emergency Management, Homeland Security’s Emergency Operations Center, and a backup SCADA center for Pima County Regional Wastewater Reclamation Department Operations will also be located in the building, in addition to radio communications equipment and telecommunications infrastructure for a regional public safety voice communications network.
Construction documents will only be provided to a limited number of contractors selected through an open and competitive qualifications-based selection process in order to limit the distribution of sensitive information, according to the county.
Following the Solicitation for Qualifications, the county will prequalify three general contracting firms with the ability to perform all of the construction work on the PECOC, including construction of the building’s mechanical and electrical systems.
The prequalified firms will be invited to participate in the second step of the procurement, which is to compete for the PECOC construction contract on a lump sum bid basis. The firm submitting the lowest bid will win the contract.
