Bids Sought for $200 Million Pennsylvania Prison

GERMAN TOWNSHIP, Pa. — Bids are being solicited for a new $200-million correctional facility in German Township by the Pennsylvania Department of General Services.
 
Phase I of the design-build project will consist of approximately 2,000 beds for the Level 3 medium security prison. It will be specifically designed as a series of buildings that will provide beds in a combination of single and double cells in the housing buildings, and special handling cells within the medical suite of the central support building.

UPDATE: Officials Issue Revised Graterford RFP

HARRISBURG, Penn. — State officials re-issued the $365 million Request for Proposals for the planned two-facility prison complex in Graterford.
 
Bid proposals for the State Correctional Institution Graterford East and West project are due November 5th, according to the 2nd revised rebid notice issued by the Pennsylvania Department of General Services. Philadelphia-based Hill International Inc.

Judge Halts Graterford Prison Expansion Bidding

HARRISBURG, Pa. — A wrench was thrown into the $365 million expansion of Graterford State Prison as a judge ordered a halt to the bidding process after contractors filed a lawsuit stating it violates Pennsylvania law.
 
In a preliminary ruling on August 31, Judge Dan Pellegrini of the Pennsylvania Commonwealth Court issued an injunction against the state’s Department of General Services and the Pennsylvania Department of Corrections.

Pennsylvania Governor Plans Parole, Corrections Reform

HARRISBURG, Pa. — Gov. Edward G. Rendell announced plans to implement several recommendations from an independent review for improving the state’s corrections and parole system.

The review by John Goldkamp, chair of the department of criminal justice at Temple University, found the majority of the state’s parole procedures to be sound, but suggested the implementation of additional measures to ensure paroled violent offenders do not pose a threat to public safety.
