Site prep begins for new penitentiary

Fort Madison, Ia. There were cheers, smiles and handshakes Thursday as Gov. Chet Culver and other dignitaries used chrome-plated shovels to break ground on a new $131 million maximum-security prison that will replace an antiquated facility that predates the Civil War.
