Construction of a Washington Parish Animal Shelter on the grounds of Rayburn Correctional Center, a project which was initially delayed by Hurricane Katrina and slowed by funding needs then hit a standstill last summer after paperwork snags, is about to get back under way, according to Randy Strickland who now heads up the project for the parish.
