Also, the Addition of David L. Runnels Helps to Align Industry Leaders in Criminal Justice Facility Services

COLUMBIA, S.C. — July 19, 2012 — CGL Management Group LLC (CGL) and Robert Glass & Associates Inc. (RGA) today announced that CGL has acquired RGA. This strategic acquisition includes the addition of W. Robert Glass and David L. Runnels, as new executive vice president and senior director, respectively, of CGL’s Western Division.

The acquisition of RGA, a criminal justice, building security, and planning consultant firm, will expand CGL’s expertise in social infrastructure and public facilities development and management.

This merger will allow us to better serve our customer base west of the Rockies. It will expand and strengthen our service capabilities and it fulfills our growth strategy objectives moving forward,” said Buddy Johns, president and CEO of CGL.

W. Robert Glass, founder and former president of RGA, has been involved in the design and planning of justice system facilities since 1979. His extensive experience includes work on 400 projects in 29 states — at the city, county, state, federal and international levels. He has facility experience in all levels of custody for adult men and women, juveniles, and inmates with special needs.

Glass specializes in operational planning, programming, and design management; conceptualization and functional planning; and design, documentation, and the application of security systems, materials, and technology employed within justice system facilities. His ties to justice facilities planning, design, and security consulting are strengthened by his involvement in the American Correctional Association.

Also joining CGL’s Western Division is senior director David L. Runnels, who has more than 28 years experience in the criminal justice system. Most recently, Runnels worked for the California Office of the Federal Receiver as undersecretary and chief deputy receiver/chief of staff.

During his career, Runnels has been appointed to four governor office positions under the Davis and Schwarzenegger administrations, and confirmed by the California State Senate as necessary. He has served as policy advisor to the secretary for the state of the California Department of Corrections and Rehabilitation, as undersecretary of operations, and warden at High Desert State Prison in Susanville, Calif.
