Bryan Collier Appointed to Texas Juvenile Justice Board
Texas Gov. Greg Abbott has appointed Bryan Collier, former Executive Director of the Texas Department of Criminal Justice (TDCJ), to the Texas Juvenile Justice Board. The governor’s office announced the appointment Oct. 5, with Collier’s term set to expire Feb. 1, 2029.
The board develops and implements rules governing the Texas Juvenile Justice Department, its executive director and staff. It also establishes the department’s mission and goals, emphasizing keeping youth in their home communities while balancing rehabilitative needs with public safety.
Collier currently serves as an Executive Operations Advisor for VitalCore Health Strategies following his retirement from TDCJ in August of 2025. He has more than 40 years of adult corrections experience, including service as TDCJ Executive Director from 2016 to 2025. In that role, Collier led one of the nation’s largest criminal justice systems and was responsible for the confinement and care of more than 130,000 felony inmates, supervision of 230,000 individuals on probation or parole, and management of approximately 30,000 employees statewide.
Collier began his TDCJ career as a clerk in 1985. He subsequently served as a correctional officer, parole officer, Parole Division Director and Deputy Executive Director before taking the agency’s top leadership position.
Beyond his agency service, Collier is Vice President of the American Correctional Association (ACA) and has contributed to national correctional standards and policies through his work with the ACA, the Correctional Leaders Association and Texas Corrections Association. He is a member of the Correctional News Editorial Advisory Board and also serves on the board of the Fourth Purpose Foundation.
Collier holds a Bachelor of Science in criminology and corrections from Sam Houston State University.
